Mumbai Arunachal Bhawan being dismantled

ITANAGAR, Jun 29: The US Roofs Company is reportedly dismantling portion of Arunachal Bhawan, Mumbai which is causing much trouble to cancer patients and students.

In a release, the Arunachal Students Union Mumbai (ASUM) informed that currently the dismantling work is ongoing and it is feared that if timely action is not taken soon, the bhawan may disappear.

The ASUM claimed that they wrote several times to the state government seeking positive action against the Company for encroaching upon the state bhawan for their commercial purpose, but the government is maintaining complete silence and is neglecting the pain of fellow Arunachalees.

"In February this year, the USR Company started the construction by demolishing the emporium and office of the Bhawan. The matter was reported to state government through DRC of Delhi, Kesang Ngurup Damo and Chief Secretary, Government of Arunachal Pradesh. But till today no desirable outcome has been observed despite several appeals. The construction work is still going on inside Arunachal Bhawan despite several talks with the Managing Director of USR Ltd to stop their activity inside the state Bhawan. The patients are barred from the reception area, the entry is from back and the bhawan has totally been sidelined to shadow its existence," stated the ASUM.

The constant default in paying electric bill is also causing huge inconvenience as the Maharashtra State Electrical Board has threatened the cancer patients that power supply to the Bhawan will be cut off. The electric bill of last two months is pending, the Union informed.

The Union said that the silence of the Arunachal Pradesh Government on the issue will hurt the dignity of the state government and leave a negative impact on its citizens across the country.

The Union has appealed to the state government to intervene in the issue and take stringent action against the USR Company for encroaching into the state Bhawan.

It also called on the state government to review the clauses of lease agreement with the USR Ltd and take over the Arunachal Bhawan officially to make it fully functional and establish it under the state administration through the Deputy Resident Commissioner.

The Arunachal Government entered into a 60 years lease agreement with the Navi Mumbai based developer, US Roofs Ltd, for development of land. The Company was supposed to construct the bhawan and emporium, while the remaining space was to be used by them for commercial purpose. But allegedly, only 10 percent of the built-up space has been set aside for the guest house.

BJP defends govt’s retirement age

ITANAGAR, Jun 29: With the government facing severe criticism from several quarters for extending the retirement age of government employees from 58 to 60, the BJP has come to its rescue.

Clarifying the party's stand on the matter of extension of retirement age of regular state government employees from 58 to 60 years, state BJP President Tapir Gao said, "The matter was under consideration by the government for past many months as one section of the employees were already retiring at the age of 60. As there cannot be two rules for the employees of the same government, the state government was duty bound to extend the retirement age from 58 to 60 for all its employees."

Responding to the hue and cry amongst the youths that with the extension of retirement age job opportunities would be limited, Gao said, "The concern is genuine but not a fact altogether. There would not be complete halt in creation of vacancies thereby curtailing their right to employment for two years."

"There won't be complete blockade on opportunities for employment of educated youths", he added.

The party further clarified that the government has taken a time period of six months - from 1st July to 31st Dec 2017 - to study and develop a mechanism to resolve the issue of employment opportunities to be affected by the extension of retirement age.

"The state government is undertaking an exercise to collect data of available vacancies and posts needed from all the districts and other levels and then compile a list for creation of additional posts. These posts will be filled up from amongst the educated youths," said Gao while justifying the time lag of six months needed for the BJP Government to do a scientific job of assessing the current employment situation and creating a blue-print for employment roadmap in the next 5-10 years.

'Enough vacancies will be created every year for fresh recruitment", he added.

CM calls for comprehensive APEDA policy to run power projects

ITANAGAR, Jun 29: Expressing concern over the failure of small and mini hydro projects implemented by the Arunachal Pradesh Energy Development Agency (APEDA), Chief Minister Pema Khandu has called for comprehensive policy to run the projects successfully after commissioning.

The Chief Minister said this while chairing the general body meeting of the APEDA after a gap of almost 12 years.

The last meeting was held in 2003 under then Chief Minister Gegong Apang.

During the meeting on Thursday, it was informed that of the 100-odd projects that were implemented, only 30 hydro projects are functioning today.

The main causes for defunct projects were cited as lack of skilled manpower to run these projects, high maintenance cost, lack of revenue generation and scarcity of spare parts.

The General Body opined that feasibility study may be conducted sincerely and only projects that can be sustainably operated be taken up

The meeting discussed in detail the activities taken up by the APEDA that ranges from tapping renewable energy sources, like biomass, solar and wind to hydro power for efficient management of energy conservation measures in the state.

Pema said regular meetings of the General Body should be made mandatory to take forward the goals for which APEDA was instituted in 1996 through a Memorandum of Association.

He called for a concrete vision and roadmap for APEDA so that the agency sets goals for itself and lives up to its role in channelizing non-conventional energy for public consumption.

Pema said that the APEDA has a big role to play in implementation of the UJALA - Unnat Jyoti by 'Affordable LEDs for All' scheme in the state, which is all set to be launched soon.

He also lauded the steps taken by the agency for successful implementation of the scheme that aims to save energy consumption through distribution of LED bulbs, tube-lights and fans to consumers at subsidized rates.

Pema also advised APEDA to focus on tapping wind and solar energy wherever feasible.

Power Minister Tamiyo Taga was of the view that only micro hydro projects of 1 MW or above may be taken up. He also suggested that all off-grid villages may be targeted by APEDA for electrification through renewable sources.

APEDA Chairman Jarkar Gamlin sought help of the government in strengthening the agency with manpower and infrastructure including in the districts.

Discussing in detail on the agenda put up before the General Body that includes amendment of the APEDA MoA, creation of posts, creations of additional divisions, etc, it was decided that all submissions may be submitted to concerned departments like Administrative Reforms, Power and Finance for vetting and final decision.

The Chief Minister advised APEDA officials to follow up with the concerned departments and convene another meeting of the General Body soon for final decisions.

Chief Secretary in-charge Satya Gopal, Commissioner Power Ashish Kundra, Registrar NERIST Dr R P Bhattacharjee, APEDA Director Marki Loya and others attended the meeting.

APPDSU questions creation of DDSE Capital Complex

ITANAGAR, Jun 29: The All Papum Pare District Students' Union (APPDSU) in a communiqué on Thursday questioned the creation of the post of 'DDSE for Capital Complex', allegedly without proper analysis.

It said that the previous state government had created/sanctioned post of DDSE, Capital Complex, along with one post of UDC, two LDCs, one peon and one driver on contingency basis for smooth functioning of the office.

The APPDSU questioned on how these posts, primarily the post of the DDSE, were created in the absence of gazette notification of the Government of Arunachal Pradesh for Capital Complex district under the Education Department, adding that it is not recognised by the MHRD, Government of India.

The Union also cited the letters of the Secretary Education of 11th January, 2017 and 23rd January, 2017, according to which, the Union claimed "clearly states that the centrally sponsored schemes, such as SSA, RMSA, MDM, etc cannot be separated from DDSE Yupia to DDSE Capital Complex in the absence of Gazette Notification of Government of Arunachal Pradesh for Capital Complex district"

Reasoning that there will always be a clash between the DDSEs of Papum Pare and Capital Complex in sharing of policies and schemes, the APPDSU urgedChief Minister Pema Kandu to constitute a committee for thorough inquiry on whether the creation of DDSE, Capital Complex was a blunder on the part of the previous state government, and whether its creation would truly benefit the education sector of these two places.

Alienation forced on NE Indians: APCC

ITANAGAR, Jun 29: Terming the recent Delhi Golf Club incident, where a woman from Meghalaya wearing a jainsem (traditional Khasi attire) was asked to leave a dining room because she appeared like a 'maid' to the club staff as a racial attack, the Arunachal Pradesh Congress Committee (APCC) on Thursday flayed the BJP led NDA Government at the Centre, saying that repeated racial attacks are inducting alienation instead of "Sabka Saath" among Northeast Indians.

Claiming that Modi's "Sabka Saath Sabka Vikas fell vacuum", the APCC said, "The Vikas (development) cannot happen unless the people of the nation are standing united."

Recalling an incident of racial discrimination where the north east Indian hotel employees in Gujrat were kept at a distance during the visit of Chinese President Xi Jingping and also claiming that BJP in its one of the Vision Documents  controversially dismissed the identity of entire Northeast Indians as immigrants, APCC  spokesperson, Mina Toko alleged that alienation is forced on NE Indians.

The APCC further said  that the diversity of the country cannot be dismissed by calling someone's attire as  'maid look alike' especially  in a country which is currently ruled by a party which strongly imbibes the teaching of Swami Vivekanada,  who had once said in America "In your country clothes makes a gentleman, in my country character does."

Stop violence in name of cow protection

A day after citizens protested in massive number across the country against rising incidents of mob attacks and cow vigilantism, Prime Minister today broke silence and strongly condemned killing in the name of Gau Bhakti. Modi’s statement is welcomed but people will wait and see what kind of impact it has on the ground. There is deep anger among citizens against rising violence in the name of cow protection. Minority communities especially Muslim is bearing brunt of brutalities. Last week, a group of people on a train killed 16-year-old Junaid Khan, who was travelling home to his village in Haryana with his brother and two cousins after a shopping excursion to Delhi ahead of Eid.  The mob alleged them of carrying beef and attacked them.

According to recent data published by national media, 97 percent of attacks related to cow vigilantism were reported after Prime Minister Narendra Modi's government came to power in May 2014, and about half the cow-related violence–32 of 63 cases–were from states governed by the Bharatiya Janata Party (BJP) when the attacks were reported. Further media analysis also found that of the 28 Indians who died over the seven-year period, 24 were Muslim, or 86 percent. As many as 124 people were also injured in these attacks. More than half (52 percent) of these attacks were based on rumours. These are alarming data. If violence in the name of cow protection is not stopped at earliest more innocent will lose lives. The majority community also needs to introspect in this regard. They should not allow few people to destroy the image of a peaceful religion which for centuries have been symbol of peace and love.

PwDs and job recruitment

Dear Editor

The right to work is basic to life.

In order to bring Disabilities Person in the main stream society, Central government introduced many welfare measures and schemes such as equal opportunities, protection of right and full participation Act 1995, besides making provision to prevent Disabilities people within the limits of their abilities but it observed and analyzed   from previous job recruitment process of APPCS and other govt department that Disabilities person are deprived of their right in our state.

In this regard, I would like to know whether Disabilities person have to compete with all other candidate or not even when they have a reserved seat and when there is cut off mark in every Govt service like UPSC, SSC,  IIT etc then is there any relaxation mark in state govt service.

Confusing is that disabilities have a reserved seat but non are selected as they are much behind in term of education as compared to other aspirants.

If these process continue then there is very less possibility of disability person to get selected mainly in A grade service.  what is the point of having reservation when non of PwD candidates benefit from it?

Under article 16 of constitution of India there is reservation for SCs, STs, OBC and PH in Govt jobs to provide social benefits to weaker section.

The whole point is not just about getting a seat. the point is about effective implementation of reservation policy so that one can get their opportunities.  Having disabilities is not the real problem but social and unjust attitude of the system is the real problem.

Therefore,  a genuine attempt has to be made to remove any discrimination in reservation policies by integrating disable person in main stream.

so I would appeal to our policy makers, examiners, bureaucracy, parents,  Association to please  look into the matter as a humanitarian duty.

Yours,

Concern citizen,

Naharlagun

Students are the victim of  alien education system

Dear Editor,

This is with reference to the report, “Ease learning difficulties of tribal students” published in your esteemed daily on June 29. It is apparent that the govt. puts all efforts to streamline the education system with ample amount of schemes and welfare programmes (e.g Smart Class). And the appeal made by our present Education Minister to the NCERT, reflects the understanding and seriousness of our govt. towards the deteriorating education system in the state.

Serving as a Teacher myself, I have realised and understood that the contexts in the elementary textbooks are not always teachable in terms of their relevance and availability in particular region like ours which makes the textbook topics indescribable and hence incomprehensible for the learners/students.

And thus, the students become the ‘victim’ of an alien education system. Therefore, it is very important to develop contextualized textbooks at the elementary level for the students of our state and help rebuild the lost pride and self-confidence of the students of the state through educational reforms programme.

The lousy performance of our students this year is the reflection of our educational state and i won’t blame the students for this but the system lacks in many aspects to truly serve the essence of this noble service.

So, the present situation calls for rigorous evaluation and serious approach of the numerous existing educational interventions and its issues, in order to upgrade the terrible condition of our educational landscape.

Yours,

Daniel Deb
